first, it seems that 400 was a good point barrier.....it looked like there were going to be more teams, but as you saw with only 11 teams in, it worked out. remember, the leader usually puts more teams behind him the further the season goes along.
as for the points for the rest of us, I'm not sure I understand which way you're doing it, but I would like to see you just boost the Leader to 5000 and then the rest accordingly (10th = 4950). Then, just leave the rest of us as we are. That would give us guys hovering in the 20's reason enough to shoot to get to 11th.
